Usage guidelines for e-registration of land

Applicants are requested to read the guidelines and related links carefully before applying.

The Government prepares Land Title Deeds (Mauja Maps and Khatians) through land surveys over a long period of time under the provisions of the State Acquisition and Tenancy Act and other related laws. During the post-survey period, due to the death of the recorded land owner in Khatian, due to change of ownership by inheritance or by the record owner or his successors, due to the change of ownership, the said land ownership has to be updated to the Assistant Commissioner (Lands) for updating. Ministry of Lands has launched e-Namzari system along with the system of payment of namezari fee online with the aim of making namzari easy and fast along with the change of ownership of land.

Filling the form accurately and providing correct information facilitates the disposal of the nomination application. Nomination applications are rejected due to various mistakes or misinformation. Applicants are requested to read and understand these instructions well and take proper pre-preparation in order to complete and submit the application form, attach necessary documents, pay fees etc.

1. You will see two sections called “Apply Online” and “Application Tracking” side by side in the online enrollment system. Fill the application form by clicking on “Click for Enrollment Application” under the “Apply Online” section on the left side. Before that you need to make necessary preparations.

2. At the time of submission of application you have to pay application fee 20/- and notice issue fee 50/- total 70/ Tk only online. For this you can use other instruments like Cash, Rocket, Bikash, Way, Visa Card, Mustard Card etc. So keep Rs 70/- payment arrangement handy in a convenient mode while applying.

3. At the beginning of the application form, you must indicate whether you acquired the land applied for for registration by purchase, inheritance, inheritance, decree, auction, settlement, etc. It should be noted that the Ministry of Lands has already added more information to the online purchase application form, so if you select the purchase source, a new form will appear in front of you, in which you will have to provide some additional information, gradually, separate forms will be developed for all other sources. In case of sources other than purchase source, the previous form is still running.

4. In the applied land information section, you will select Mauza after selecting the division, district, upazila sequentially. Remember the name of the mauza and JL number to find your mauza from the long list of mauzas. Note that a Namjari application is limited to one Mauza land only. If the acquired land is in more than one mauza, a separate application must be made for land registration of each mauza.

5. Namjari application will be on the basis of latest survey record, so you have to select the applicable survey SA/MRS, RS/BS, Mahanagar, Diara, CS for your locality, for this you will be sure to select it beforehand.

6. You have to type the land khatian number, spot number, amount of land applied for, amount of land in the said spot in the khatian. Similarly, if you want to add more land from the same khatian or from multiple khatians belonging to the same mouza to this list, in that case, click on “Add more khatian” and “Add more khatian” and enter more khatian number, dhagan number, amount of land applied for in the khatian. Amount of land etc. should be typed. For the sake of accurate data entry, you can create a folder in your name on your laptop/desktop computer in a word file and type the land registration number, plot number, amount of land applied for, amount of land in the plot, total amount of land applied for in Avra Nikash font. Provide the amount of land in acres. You can copy and paste the information while applying.

7. While filling the application form you need to type the following information-

  • If the land is owned by deed, deed number, date of deed (by selecting year month day) and name of sub-registry office.
  • Name of record owner or owners, name of father/husband and full address in Khatian.
  • Name and full address of the applicant or applicants, active Bangladeshi mobile number, national identity card number (or passport/birth registration certificate number) and email address.
  • If the applicant is a registered organization of Directorate of Joint Stock Companies and Firms (RJSC), name of the organization, name of the representative, national identity card number of the representative, date of birth, mobile number, surname, RJSC registration number of the organization, date of registration, district, upazila, address.
  • If the applicant is a government organization or organization, name of the organization, name of the representative, national identity card number of the representative, date of birth, mobile number, surname.
  • If the applicant is a private organization other than RJSC registered organization, name of organization, address, name of representative, national identity card number of representative, date of birth, mobile number, surname.
  • Names and full addresses and mobile numbers of all those whose names will be deducted from their names and those who will have to give notice as opponents.
  • If applying through a representative instead of the applicant himself, the representative's name and full address, active Bangladeshi mobile number, national identity card number (in case of passport/birth registration certificate number) and email address, age and relationship to the applicant. And
  • Name and address of the applicant land donor or his heirs if the donor is deceased and the representative if the donor is an organization, National Identity Card number, date of birth and mobile number, surname, registration number in case of RJSC registered organization, date, district, upazila, address.
Note, these information may be wrong if written directly in the form, so you can type them in avro niksh font in a word file in your laptop/desktop computer in a folder open under your name, which is easy to copy and paste in time to fill the application form. will be

8. While filling the application form, you are required to submit one copy of passport size photograph, signature, National Identity Card/Passport/Birth Certificate (as applicable) of each of the applicant/applicants and if the representative is not the applicant, representative i.e. the applicant party, if the applicant is a RJSC registered organization. Scanned copy of registration certificate, inheritance certificate if named by inheritance, latest land development tax payment submission etc. must be attached, these signature images and papers can be scanned separately in jpg or png format and placed in the folder opened under your name on your laptop/desktop computer. Which can be attached by clicking Chose file at the time of filling the form.

9. A copy of the deed of land applied for, a copy of the deed if it is by purchase, a copy of the judgment decree if it is a court judgment, a copy of the relevant documents if it is another source should be scanned and attached. Scan file must be in pdf format for attaching required documents. The file cannot be uploaded in any other format. In this case also you can keep these documents separately as pdf in your laptop/desktop computer in the folder opened under your name, which can be attached by clicking Chose file at the time of filling the form. After uploading each scan file, select the type of file (Deed / Khatian / Warish Sanad) from the drop down.

10. The size of each pdf file must be maximum 1.25 MB and all attachment files must be maximum 25 MB. If the total file is more than 25MB then the pdf file size can be reduced using https://www.pdf2go.com/resize-pdf or https://www.sejda.com/compress-pdf or any such online tool and Microsoft Office – Edit Pictures - Compress Pictures can be used to reduce the signature of a jpg or png file.

11. If you want to submit an application without documents due to technical problems, you can select any of the following options -
"I will submit all the documents (required documents) at the Aceland office within 3 working days of submitting the application / I will submit all the necessary documents on the day of hearing."

12. Further information: A declaration has to be furnished to the applicant specifying the mouza at the time of application in the purchase order form. Applicants must provide accurate declarations as providing false information may result in cancellation of application as well as legal penalties. Things to be sure of –

  • a) Whether there is continuity of ownership of the land from the last record or the last registration i.e. whether there are intermediate transfer certificates/back documents?
  • b) Whether the ownership claim and shares in the applicant's documents are correct or not?
  • c) Is the land occupied or not? If the land applied for is not occupied, an explanation must be furnished with the application.
  • d) Whether there is partial Khas/assigned/acquired or not? If the land applied for is partially Khas/assigned/acquired, the undivided portion should be explained with proof identifying it separately.
  • e) Whether there is any civil case on the land applied for? Is there any prohibition on transfer if there is a case? The information slip of the court should be attached to the effect that there is no prohibition.
  • f) Is there any government interest in the land? If there is any kind of interest, it has to be selected. In the daga, identify the part concerned with government interest (Khas / Assigned / Abandoned / Waqf / Exchange / Devotar / Acquired / Khasmahal / Court of Wards / Government Organization / Others) and explain which part is outside the land applied for.
  • g) Whether land development tax has been paid till the last financial year or not? If the land development tax is not up-to-date, the applicant will pay the up-to-date amount along with the arrears.
  • h) Whether the Scheduled Land described in the application is an apartment or floor space? If so, apartment number should be provided, not apartment/floor number for land only.
  • (j) Whether the applicant/applicants currently have any Khatians in this Mauza? If they have one or more khatians in the mauza of the land applied for, then enter the khatian number/numbers by selecting Yes. Use a comma (,) or semicolon (.) between two numbers. After issuing the declaration, information regarding the land schedule has to be provided.
13. Once all the form filling is done you can see a preview of the application by clicking on the submit button. Check the accuracy by taking a good look at the preview. If any information needs to be corrected, then you can make the necessary corrections before confirming the application submit (submit) button. Once the application is submitted, you cannot make any further corrections. Save and print a copy of the application preview. After confirming the (submit) button, a page will appear with the application number, save and print it. Using the application number as a tracking number, you can later search for all the details of your registration.

14. Once the application is submitted, on the page that will appear with the application number, click on a convenient option from mobile wallet or internet banking to deposit the application and notice fee together with the application and notice fee online. , Ways, Visa Card, Mustard Card and other instruments including payment will be available. After payment, a payment confirmation message will be sent with the application number. You can get and print the deposit receipt by pressing the payment receipt button below this message, and you can also print the application or save the PDF copy by pressing the application print button below the message.

15. If you want to do online hearing then select yes in this question at payment stage or submit request at http://oh.lams.gov.bd link. The Assistant Commissioner (Lands) will give the final decision in this regard and send a link for online hearing to the mobile provided in the application. Before the hearing, the draft report will appear from the Citizens' Corner. Inform the Assistant Commissioner (Lands) at the time of hearing if any information is incorrect in the draft khatian.

16. Generally a land registration process is completed in 28 days. After the Assistant Commissioner Lands orders the final approval of this application, the Office Assistant will prepare the Khatian online. When the khatian is ready, an SMS will be sent to the mobile provided in the system for payment of DCR fee. At this stage, you can go to land.gov.bd, select the category in the application tracking option on the e-naming page and track the application number with the national identity card number to verify whether the application has been approved and proceed by clicking on a convenient option from the mobile wallet or internet banking provided on the page. By following the instructions at the click of a button, you will get the opportunity to pay DCR fee of Rs 1,100 online using Cash, Rocket, Bikash, Way, Visa Card, Master Card and other instruments. Payment of DCR fee of Rs 1,100 online will start the challan process online. Once the challan is paid automatically, you can get the khatian print and DCR print copy by tracking the application by visiting this link https://mutation.land.gov.bd/

17. According to Ministry of Lands Memorandum No. 31.00.0000.042.8.011.20-559 dated November 2, 2021, online DCR (Duplicate Carbon Receipt) with QR code is equivalent to manual DCR and legally valid and Acceptable and usable in all cases. So you don't have to go to land office and collect any manual DCR.
